Announcing open call to tender:
Evaluation of EU marketing campaign for pelargonium

“Europe in Bloom” is a new EU-funded marketing campaign which aims to promote and secure long-term sales of pelargonium plants in Europe. It is led by the marketing organisation “Pelargonium for Europe” (PfE) which was founded in 2016 by a collective of European pelargonium breeders: Dümmen Orange, Elsner PAC, Florensis / P. van der Haak Handelskwekerij, Geranien Endisch, Selecta One and Syngenta Flowers.

In 2019, PfE was awarded funding to implement the new EU program 874587, “Europe in Bloom”, which runs from 1st January 2020 until 31st December 2022.

The three-year EU campaign takes place in six countries:

Germany, Austria, France, Italy, the Netherlands, Poland

The basic industry-funded PfE campaign - which is not part of the EU program - continues to run in a further 12 countries. These additional non-EU funded countries are not involved in this tender.

Each year, as part of the EU agreement, campaign activities, output and impact in the six EU-funded countries must be thoroughly assessed by an external evaluator, all within specific parameters.

There is currently an open invitation to tender for the evaluation of the campaign.

Areas of work to be evaluated include: public relations, websites and social media, media cooperation, communication tools, events, point of sale promotion.

The three-year task will involve:

· Evaluation plan: initial report demonstrating evaluation framework and general approach.

· Per year: writing 7 to 8 reports (1 per work package), covering 6 countries.

· Per year: annual summary to analyze results against proposals and (available) market data.

· A final summary which will assess all three years’ results against market data.

Data will be provided to the evaluator by November of each year (starting November 2020) and the complete evaluation reports are requested by February, except in year 3, when they are required by December 2022.
